First, does this game allow duplicate characters, if their in-game AUs are different?
Second, you mention the possibility for power regains in the application. Is this merely "possible" or is it a certainty? (Some of my characters simply aren't as interesting without powers, and that would take them out of the running :) )
Third, how would a character who is literally one soul in two bodies be applies for? For example, someone with a daemon, from the His Dark Materials series? Would that daemon appear as a mute pet, or be invisible, or be returned along with memories? What about characters who are never seen apart in their canon, such as supernatural twins? Could they be apped on the same journal by the same player, or would they be required to be separate characters played by two people?
Fourth, is there a character limit for a single player, or a limit to the number of applications allowed for a single app round (since they're so far apart)?
First question: No, we do not allow duplicate characters, even if the AU backstories are different. There may only be one instance of each character in the game.
Second question: We will definitely be doing some events where characters regain their powers, however, these regains will part of temporary events, not a permanent change to a character's status. Characters will spend the vast majority of their time in game without their powers, so please consider that if powers are a concern for you.
Third question: This will be handled on a case by case basis. We would like to avoid the same player playing two characters on one journal, but the specifics of how you approach this are otherwise up to you. A daemon can be played as a special pet, or a character may be played with a split personality in other circumstances (such as a character who is possessed in canon). In the example using twins, they would have to be played by separate players, since they're different characters.
And finally, your fourth question, the limit is 2 characters per player with a limit of 1 character per app round. This is because we don't want the game to become too unmanageable in its early stages. Depending on the level of interest, this may change in the future.

What if the twins are not appable as separate characters? The pair I play are treated as a unit in world/plot/game mechanics, and personality differences are superficial (favorite ice cream flavors and the like). They are never physically separate and never act/appear independently.
In case of canon familiarity, I speak of Tweedle Dee and Tweedle Dum from the Alice in the Country of Heart franchise.
